iis user permissions

Hi, i installed IIS services on windows xp and created new website. this desktop is in a domain. i want to give full permissions to the domain user so that, he can create and test websites in iis. as an administrator i am able to add new virtual directory and create website. whereas, domain user is unable to see the added websites nor create web pages. how to set full permissions to domain...
